Haryana finalises draft for regularisation of unauthorised colonies

According to information all the 845 colonies which will be deemed to be regularized for civic facilities exist within the jurisdiction of civic bodies.

The Haryana government is all set to provide main civic amenities in 845 illegal/unauthorised colonies across the state. These colonies are among 1,499 illegal complexes which were identified through drone mapping by the town and country planning department of Haryana.

Sources said the draft for the policy for regularisation of colonies has been prepared and this will be produced in the monsoon session of the assembly. The government had announced to regularise the unauthorised colonies during the budget session. According to information all the 845 colonies which will be deemed to be regularized for civic facilities exist within the jurisdiction of civic bodies.

For rest of the colonies falling outside the purview of civic bodies, the government is planning some more policies, said sources.

According to information, Faridabad has maximum 168 such colonies followed by 134 in Yamunanagar, 72 in Sonipat, 69 in Kalka, 67 in Palwal, 62 in Panipat, 55 in Jhajjar, 53 in Rohtak. There are 5 to 50 colonies in other civic bodies.

And, the urban local bodies department has a precedence as well as jurisdiction for providing civic amenities like water, sewage connections and other facilities. Sources said depending on the constructed areas, unauthorised colonies have been divided in four categories for development. First category features colonies where only 25% construction has been done. The second category is of colonies where 25% to 50% construction has been made. The third category is of colonies where 50 % to 75% construction is done while last category is of colonies with 75% construction. These categories have been created for the purpose of laying roads, road berms, sewage and water lines and street lights.

“Taking the proposal in the assembly is a statutory requirement. Once the assembly gives the go ahead, the RWA or developers of such unauthorised colonies must apply within six months. The builder or parties concerned will have to pay 5% of the collector fee in case of built-up area and 10% of the fee in case of unutilised open space,” sources said.

As far as development is concerned, the Haryana Rural Development Authority has been appointed the nodal agency for this purpose. But common facilities will be the responsibility of the developer or the RWA concerned, sources added.
